IEEE 1298 Guidance To establish a software quality system which meets the requirements of this Sltandard,developers should identify and document ithe functions and activities that directly affect quality andassign specific responsibilities and authority for their fulfilment and, further, fix specific accountabilityfor decisionis. Such documentation of the developer’s quality management arrangements is ofien presentedas a quality manual.
The statements made in this requirement alone are not to be construed to mean that the developer’smanagement must assign responsibility for the fulfilment of these requirements to a single division,department or person.
Although developers should have quality assurance, quality control and inspection functions, these alonecannot satisfy all of the requirements of the customer. Orher functions of a developer ‘s organizationwill contribute significantly to overall quality effectiveness.
ln every organization, anybody having anything to do with developing the software, contributes to thequality.All responsibilities and authorities，which include those for quality, should therefore be clearlyestablished and understood.Working relationships between sub-groups of the organization require cleairunderstanding and coordination between managers,supervisors and employees.
The primary responsibility of a ‘management representative’ is to ensure that the requirements of theStandard are implemented and maintained.A further purpose is to establish an official channel ofcommunication on quality matiers between the customer and developer; this is particularly relevantin medium-sized and large organizations.The ‘management represeniative’shouid also act as a focalpoint for coordination and resolution of quality matters.
Although the developer may select any competent member of staff to fulfil this role, the managementrepresentative (often referred to as ihe ‘quality manager’) should possess authority consistent withresponsibility for the quality systein extending throughout the company.lf the management representativehas other responsibilities, the responsibility for maintaining the integrity of the qualiry system and itseffective use is as important and should not be subordinated to these other concerns. To provide freedomof action and independence necessary for effective execution of these duties， the managementrepresentative should report directly to senior executive management.
Management review The quality system adopted to satisfy the requirements of this Standardshall be reviewed at appropriate intervals by the developer’s management to ensure.its continuingsuitability and effectiveness.Records of such reviews shall be maintained (see Clause 4.16).IEEE 1298 pdf download.
