2.1 General
The examining body shall be an organization or institution with competent personnel and the physical resources to evaluate candidates’ applications, carry out theory examinations, issue and record certificates, maintain secure documentation, be accountable for its actions and accept full responsibility for all its actions.
The examining body shall be an organization that meets the requirements of this Standard and conforms to the requirements of AS/NZS ISO/IEC 17024.
2.2 Appointments
2.2.1 General
The examining body shall appoint competent personnel who are experienced, skilled and qualified for their role.
2.2.2 Types
The examining body shall appoint —
(a) auditors for the quality system; and
(b) examiners, moderators and invigilators for the theory examination.
2.2.3 Transparency
Personnel who are involved in the final decision on the marking of an examination and assessment of a candidate shall not be involved in the teaching and training of that candidate.
2.3 Quality system
2.3.1 General
The examining body shall have an auditable quality system and shall monitor the validity and reliability of the assessment.
2.3.2 QualIty and security
The examining body shall be accountable for the following:
(a) The quality of the examination.
(b) The security of the results.
(c) The archiving of records.
2.3.3 Audit
An audit of the quality system and the technical outcomes shall be conducted throughout the organization. An audit shall be conducted at least every three years. The audit shall be assessed and, where required, corrective action taken.
NOTE The audit process should conform to the recommendations of AS/NZS ISO 19011.
2.3.4 Records
A record of the audit and all actions resulting from this audit shall be retained for a period of at least
two audit cycles.
2.4 Responsibilities of an examining body
2.4.1 Assessment of application
The examining body shall —
(a) assess applications and supporting documentation (see Clause 3.1); and
(b) notify applicants of the results of the assessment.
2.4.2 Theory examination
The theory examination shall be held under conditions acceptable to the examining body.
Examinations shall be paper-based or electronic format or a combination of both, at the discretion of the examining body.
The following requirements also apply:
(a) The examination questions shall be such as to determine the knowledge of the candidate on the items in the syllabus. Questions shall be reviewed on a regular basis to ensure the reliability and validity of the examination.
(b) An invigilator shall be in charge of the examination to ensure the correct conduct of the candidates undertaking the examination.
(c) Completed examination papers shall be kept secure.
(d) The examiner shall mark the examination papers and/or electronic documentation as soon as practicable.
(e) The marked papers and electronic documentation (where not automatically marked) shall be checked by a moderator.
(f) The moderator and the examiner shall agree on the appropriate marks.
(g) The examining body shall notify each candidate of the results of the examination, as soon as the marking process is complete.
(h) Each candidate’s theory examination paper shall be stored for a period of not less than one audit cycle.
2.4.3 Appeals
A candidate may appeal in writing to the examining body regarding the results of any examination. The appeal shall be registered within two weeks after receiving the results of any examination.AS/NZS 2214a pdf download.
